Jim’s commitment to public service started early.
Raised in San Mateo County after moving from Puerto Rico as a child, Jim grew up in a working family that believed in hard work, fairness, and giving back to the community.
He began his career as a county social worker - helping families navigate some of the most difficult moments in their lives - before going on to serve in leadership roles across local government.
That experience shaped his approach to public service: practical, responsive, and focused on people.
Today, Jim brings more than 30 years of public sector experience and a track record of delivering results where it matters most.

Jim has helped make San Mateo County a national leader in election integrity and innovation.
He has played a key role in expanding vote-by-mail, strengthening cybersecurity, and ensuring every voter - including those with disabilities and language barriers - can participate fully and independently.
